Mission Statement

Mission Guidelines for the Intelligence Branch

  • Collect, Analyze, and Disseminate infromation of tactical and strategic value by any means permissible under the United Federation Starfleet Charter, United Federation of Planets policies and procedures which does not violate basic inalienable rights.
  • Brief commanding officers regarding all threats and advise mission planners as to current threat conditions which may adversley affect the success of a mission.
  • Maintain excellent two-way communications with UFS Commanders, personnel, and or other parties cleared by the UFS Commander in Chief, and focusing intelligence efforts to support their tactical and strategice mission requirements.
  • Maintain the strictest levels of informations securuty and operations security policies and enforcing practices in keeping classified and/or confidential information from unauthorized disclosure.

Basic Information and History

  • For exploration and defense, the Federation relies on Starfleet. For pure research, it calls upon the Science Council. For information on other species, their worlds, governments, equipment, and influences in the galaxy, as well as the protection of such information pertaining to the Federation and its allies, the Federation turns to Intelligence. In the Delta Quadrant, this relationship between United Federation Starfleet and United Federation Starfleet Intelligence (UFSI) is no different.
  • UFSI is a branch of the United Federation Starfleet and was founded shortly after the formation of the UFS itself. Their charter was to uphold and defend the UFS Constitution, and investigate any potential threats to the laws or the security of the Federation, as well as build and maintain operational files on griefers, and share this information with other sims.
  • They quickly found themselves with a great deal to do, as UFS began to draw the attention of the surrounding civilizations, and it went through its early years of settling into a new government and way of doing things. UFSI handled a number of early "growing pains" which ultimitely led to the re-organization as a division subordinate to the Security Branch.
  • There were also matters involving smugglers, pirates, and other criminals seeking to prey on Federation shipping lanes, along with the invention of new forms of crime as new technologies and ways of thinking became available.
  • Intelligence agents tracked down and brought these criminals to justice according to Federation law and the applicable local laws of the worlds from which they resided, making it clear that the Federation's open society was not an invitation for criminal activities.
  • Over time, new ways of incorporating Intelligence Officers into starship and space station crews led to the Intelligence Division's emergence from the Security Branch and subsequent elevation of UFSI as a full branch of UFS, with divisions dedicated to mission enhancement by maintaining continuity of information on enemies throughout the galaxy, but more specifically those in the star systems nearest to Pinastri and Excalibur. UFSI became additionally responsible for counterintelligence operations within the UFS, dealing with spies and saboteurs from different civilizations, and even dissidents formerly members of the Federation, seeking to weaken the alliances between UFS and the other races.
  • UFSI underwent a major restructure in 2385 (UFS Stardate 090206) and again on Stardate 091015 leading to yet another restructure on Stardate 091102 when the previous Branch Commander and her crew became dissidents themselves. The current state of the Branch includes all members recalled to Headquarters indefinitely, however plans are in the works to redeploy officers back to stations and startships while maintaining a robust headquarters to support the deployed officers and crews.
  • Despite these major mission changes, intelligence remains one of the smallest branches in UFS, and yet it is the one most feared by the rest of UFS mostly due to prior mismanagement and a . Its powers come directly from the UFS adaptation of the Federation charter; Article 14, Section 31 and within Starfleet Regulations; Special Order 66715. The overseeing body is the Joint Chiefs of Staff.

Branch Structure

The Divisions' roles within the Intelligence Branch are centered on supporting the initiatives of the Intelligence Branch Headquarters, in support of the overall UFS Mission. The division names and roles are as follows:
Intelligence Branch Headquarters:
Responsible for the actual administration of the Intelligence Branch.

This division is responsible for overall analysis of all reports on other races and governments and threat evaluation of such, as well as briefing members of Command and their senior staff members on these threats. This division is further responsible for maintaining currency of training of all Intelligence Personnel deployed to starships, stations, and quality of support for the crews to which the deployed Intelligence Personnel are assigned or attached.

Intelligence Analysis and Internal Affairs Division (I2A2D) This division is composed of the personnel working from the Intelligence Headquarters to support the enterety of United Federation Starfleet by managing the massive intelligence database and maintaining security clearance access rosters

  • The I2A2D contains two major departments which manage the "home front" intelligence protecting UFS from external and internal threats.
    • Analysis and Control Element (ACE)

This department manages the data used by all of Intelligence from the point in time in which the reports are first recieved, to the time that a finished product is briefed to Command and archived.

  • Personnel Security Department (PERSEC):

This Department maintains current Security Clearance Eligibility and Granted Access for the entire UFS, granting and revoking access based upon personal suitability and trustworthiness, as well as the need to know.

Intelligence Occupational Specialties

Intelligence Personnel must be highly trained individuals due to the natures of their missions. Though it is not impossible for one to be trained in, and excel in, every billet within the branch headquarters, certain occupational specialties within Intelligence lean more toward certain aspects of the job. IOS Qualifications serve as initial qualifiers for these billets.

  • The Intelligence Occupational Specialties and thier basic job descriptions are listed below:
    • Intelligence Officer
      • Generalist and Command Briefer- This officer is a member of a bridge crew and/or the leader of the intelligence personnel assigned or attached to a particular crew.
    • Intelligence Analyst
      • Generalist and Product Creation- This person does most of the actual data manipulation with regard to creating the briefings for the intelligence Officer in the Intelligence Chief position to brief the commander with. The Analyst must also be a skilled briefer in be able to stand in for the Officer should the Officer not be available.
    • TECHINT & BDA Specialist (Technical Intelligence & Battle Damage Assessment)
      • Tracks enemy and threat personnel, equipment, vehicles, starship, station, and facilities strengths in aggregate units in the sector.
    • Infiltration, R&S Specialist (Reconnaissance and Surveillance)
      • Master at blending in with multiple societies and arranging for the scoutign of such to maintain currency of reporting on threat societies and systems.
    • Personnel Security Specialist
      • Manages Security Clearances of assigned personnel based on suitability, trustworthiness, and need to know
      • Expert in determining strengths, capabilities, and weaknesses of enemy equipment, weapons, vehicles, and stations
    • IMINT Specialist (Imagery Intelligence)
      • Analyzes images of all kinds, from drawings to maps to holographic representations in order to determine exactly what was happening at the time the image was acquired
    • CI Specialist Counter-Intelligence)
      • Assists commanding officers in preventing the loss of classified information to unauthorized persons
    • PERSINT Specialist Personnally Collected Intelligence)
      • Collects information of intelligence value by ovserving or communicating with other individuals
    • Cryptography and SIGINT Specialist
      • Breaks and creates secure encryptions in order to acquire or protect classified information
    • Computer Forensic Intelligence Specialist
      • Analyzes every aspect of computer terminals and their data to determine the actions or intent of target computer users
    • SIGINT Specialist (Signals Intelligence)'
      • Intercepts and interprets transmitted communications
