Name
Republic: A state in which the supreme power rests in the body of citizens entitled to vote and is exercised by representatives chosen directly or indirectly by them. A representation of the Federation.
A philosophical dialogue (4th century b.c.) by Plato dealing with the composition and structure of the ideal state.
The U.S.S. Republic - D is the Fifth Federation Starship to bear the name. The first USS Republic was a Constitution Class Starship that served with distinction and participated in the Daystrom M5 Computer Incident alongside the USS Enterprise NCC-1701. The second USS Republic was a Constellation Class Starship that served alongside the U.S.S. Hathaway for many years, it was then recalled to Earth and became a Cadet Training Vessel for Starfleet Academy, active even in 2373. The third USS. Republic was an Ambassador Class Starship and had a short life serving Pegasus Station, the ship was decommissioned when its space-frame became unstable during a mission. The USS Republic - C was a Legacy Class Starship and served with distinction until its destruction in late June 2387.
History
The New Orleans Class Development Project began in 2334 with the intent of expanding upon the successful Springfield-class design and ushering in a new era of warp propulsion originally conceived for the Transwarp project. While falling far short of the expected speeds that the Transwarp project promised, new advances in warp geometry allowed computer simulations to postulate that speeds in excess of Warp 9.2 were possible, greatly improving over the Warp 8.9 limit that the Springfield suffered. While retaining the familiar saucer section of the Springfield, the most noticeable addition to the New Orleans spaceframe is the engineering section and redesigned warp nacelles. Coupled with a revolutionary isolinear computer system and the unique ability to be equipped with mission-specific pods, the New Orleans quickly became a favorite during the mid-24th Century.
The New Orleans class was introduced as a counterpart to the large Nebula and Galaxy class starships. The intention was to produce a Frigate which incorporated the technology advances being deployed on these two starships. The New Orleans would also have nearly equal speed to facilitate fleet operations. Unfortunately, the project did not go smoothly. Like its larger sister the Galaxy class, the New Orleans class suffered from a series of delays throughout its design and construction process. The problems experienced on the larger ship with warp coil manufacture, computer systems and hull plating on the Galaxy also affected the New Orleans, while additional problems were experienced with the power transfer system and the Structural Integrity Field. Initially ordered in 2347, by 2362 the prototype was still not considered spaceworthy and the entire project was threatened with cancellation. Nevertheless, Starfleet placed a great deal of importance on the New Orleans class and managed to overcome the opposition. The USS New Orleans made her maiden flight in 2363 and was formally commissioned in 2364. After a cautious series of tests Starfleet proceeded with series production at a moderate pace.
One unique feature of the New Orleans class is the torpedo arrangement. The ship carries a heavy armament of three torpedo tubes of the most modern type available. When this requirement was issued the design team expressed concerns that the tubes would take up far too much internal volume, necessitating a near 20% reduction in the science capacity of the ship. A reduction to one tube was requested, but Starfleet command rejected the idea. After much consideration, the design team finally decided to mount two of the torpedo tubes in 'bolt-on' modular packs; each module would contain the tube, loading and firing mechanism, supporting power and computer systems, and a magazine of thirty photon torpedoes. The antimatter warhead material is tapped off from the fuel supply as normal and transferred to the pod immediately prior to firing. Computer simulations indicated that the skeleton structure of the Engineering was not sufficient to support a third torpedo pod, so the lower engineering hull was re-designed to include a prominent projection on the underside which provided the extra volume required to house the torpedo tube and loading system - the magazine being housed within the engineering hull proper.
This ingenious concept not only allowed all three torpedo tubes to be housed within the design, but also permitted a nearly 25% increase in the volume available for other applications within the proper hull. This has allowed most of the major systems to be upgraded; the shield grid of the New Orleans class is one of the most powerful ever installed in a ship of this size. Her manoeuvrability is also quite impressive, although some vessels have experienced problems with hull stress around the connect points for the torpedo pods. The sensor and computer systems of the New Orleans represent a significant increase in capacity over previous designs.
When the Borg launched their invasion of the Federation in 2365 five ships of the New Orleans class were in service; three of these managed to reach Wolf 359 in time to join the fleet which engaged the Borg in that system. The ships were lost with all hands; again calls were made for these ships to be scrapped, but in fairness Wolf 359 was hardly a reasonable test and many far more powerful ships were also lost in this battle. Starfleet stepped up production of the class in order to make up the shortfall in Starfleet numbers.
With the advent of the Dominion threat Starfleet petitioned for and was granted a massive increase in their force levels. Production of the New Orleans class went into high gear. And order for twenty seven units had been placed after Wolf 359 and these ships were emerging from the production lines in 2370 when the USS Odyssey was destroyed by the Dominion. A further eighty two ships were ordered shortly after this incident; improved manufacturing processes have reduced the build time for a New Orleans from five to three years, and the first batch of this order arrived shortly after the start of the Dominion war. Although details are unavailable, the New Orleans is thought to have performed well during the conflict so far.
Crew Manifest
Construction and Initial Assignment
With the destruction of the USS Republic - C in 2387, causing considerable loss of life and an irrecoverable starship. It was decided that the next ship of the "Republic" line would not be as large as the Legacy Class Starship. The loss of such a vessel had strained United Federation Starfleet's resources in Task Force 3 causing the Republic's recovered crew to come up with a resource inexpensive option of replacing the Republic.
Formally commissioned, USS Expanse, the New Orleans Class Starship was chosen as the replacement for the Legacy Class. The New Orleans had a faithful run of serving Starfleet and due to comparisons with the Galaxy Class Exploration Cruiser was easily upgradable with a wealth of current technology and updates. SS Helmut Kohl, who were responsible for the construction of this new ship already possessed a New Orleans Class spaceframe designated USS Expanse, which was given special dispensation from Fleet Admiral Mike Calhoun to be refitted and renamed as the new Republic.
The design incorporated new features including "bi-directional" torpedo tubes which would allow photon torpedoes to be fired both to the fore and the aft of the ship as well as Ablative Generator Technology which was field tested on the predecessors. Drone Technology was also brought over from the Legacy Class but not in such a large scale, the result was a smaller but powerful vessel that could take on the name of the "Republic".
This new Republic possessed more agility on the battlefield then its predecessors, providing a smaller, faster support role within the Fleet, the New Orleans Class was equipped with Photon Torpedoes only during its launch due to a lack of resources present in United Federation Starfleet to be able to produce Quantum Warheads. These "Torpedo Modules" allowed for the fitting of a much more powerful regenerative shield array, akin to that used by the Sovereign and Excalibur Class Starships.
Following the Republic's previous identity as a "Warship" however on a much smaller scale, the New Orleans Class Starship was updated and retrofitted with the latest in computer and control systems including an "adaptive" targeting display which would effectively allow the ship to fire on more then ten individual targets at once. The "bi-directional" Torpedo Modules are also capable of firing a spread of up to 20 independently targeted Photon Torpedoes and recent situations have called for these modules to be able to load Tricolbolt and Transphasic Projectiles. The rear end of the "bi-directional" launcher is also capable of deploying both drones and mines accordingly.
New Orleans-class vessels benefit by the ability to be equipped with specialized mission-specific torpedo pods, allowing for greater tactical flexibility in combat operations. These pods are equipped with both a forward and aft launcher that are both capable of tilting 12-degrees in all directions, allowing for the launchers to better line up with targets not directly along the vehicle centerline.
The last mission of the USS Expanse was to recover the technology from the wreckage of the USS Republic-C from a Class O Planet in Sector 009F. The Expanse was minimally fitted during this mission but the crew of the Republic were able to recover the new Executive Officer, Lieutenant Commander Luna Republic from the protected memory of the crashed Republic saucer as well as extracting valuable technology such as the schematics for Ablative Generators and Drone Technology. The wreck was then scuttled in order to prevent it from falling into the hands of many Delta Quadrant species.
Upon the Expanses's return to SS Helmut Kohl, Fleet Admiral Mike Calhoun allowed special dispensation to be granted for the Expanse to become the USS Republic NCC 1307-D in honour of the Republic's which had served faithfully in the Delta Quadrant. In July 2387, the USS Expanse received a massive overhaul, augmenting and refitting almost every major system on the ship and updating the aged design. The result was a powerful tactical frigate which would come to bare the name Republic under the command of Commander D'Deridex Resident.
During this time the USS Republic took on the 111th Marine Detachment that continued to provide security during its maiden voyage to located EDC Shipyards and attempt to establish diplomatic relations in a region of space that became known as the Emerald Expanse
On Stardate 120818, after the battle with the Thalaron Missile and effectively saving Pinastri Prime, the USS Republic-D was subjected to an extreme refit. Nearly every major system on the ship was upgraded to modern specifications with a new bridge module installed and new facilities designed to facilitate the Republic's role as a cruiser. The ship spent almost two weeks at Cascadia Shipyards receiving these upgrades and modifications which the crew of the Republic directly oversaw.
